BRIEF
This initiative aims to support collaborative projects between innovative French and Malaysian SMEs, including start-ups.


This goal of this joint call is as follows:  
  • To coordinate collaborative projects by companies from France and Malaysia on developing innovative processes, products or services; 
  • To catalyse further joint development projects between French companies and Malaysian SMEs
  • To promote and facilitate sharing of knowledge and Intellectual Property amongst a fresh and diverse range of French and Malaysian commercial entities; 
  • To build on the strength of each country’s public-private innovation ecosystem, as well as generate more value for SMEs; and    
  • Bring innovation close to market 


STEP 1
REGISTER TO APPLY
Begin your first step by completing your Profile to register as a potential applicant from 19 April 2017 onwards. You can do this by clicking on “Submit Application Now”. Subsequently, you will use your email and password for log-in each time. All Profiles will be available for viewing by all who have registered with the aim of facilitating the match-making process and for you to set up a team. For effective match-making, please ensure you complete your Profile as accurately and completely as possible. At any point, you can download the Guidelines for Applicant document for more details.
STEP 2
DISCOVER COLLABORATOR
The minimum composition of a team is ONE Malaysian Project Lead AND ONE French Project Lead. Both of the Project Leads must have the capacity to administer the grant. There can only be two Leads (one each from Malaysia and the French, country-specific eligibility criteria are listed above) in a team, but if it will add value to your team, you can invite Partners, from either Malaysia or the France, to join your team. Inclusion of Partners is optional and there is no limit to the number of Partners you can invite, but please note that the Project Leads are responsible for the deliverables of the entire project.
STEP 3
COMPLETE AND SUBMIT YOUR APPLICATION
After your team is formed, download forms and complete these documents as a team. The completed Form needs to be signed by the relevant signatories and submitted by Lead of the team. This can be done by clicking on “Submit Application Now”.

Please ensure the Forms are completed as comprehensively as possible and that the relevant supporting documents are uploaded along with the completed and signed Form to ease the assessment process.
FUNDING
Assessments will be done on each team's joint application and successful teams will receive the following:
Malaysian Project Leads
RECEIVE FUNDING
in the form of a matching grant, through the Concept-to-Commercialisation Gap Fund of HIP2 

(up to 60% of the Malaysian project cost)
french Project Leads
Receive funding 
in the form of recoverable advances and zero-rate loans

(up to 65% of the French project cost)

PLATCOM VENTURES
PlaTCOM Ventures Sdn Bhd (PlaTCOM) is the national technology commercialisation platform of Malaysia. PlaTCOM is the wholly owned subsidiary of Agensi Inovasi Malaysia formed in collaboration with SME Corporation Malaysia as part of the High Impact Programmes (HIPs) in SME Master Plan 2012-2020 to help Malaysian SMEs and research organisations in commercialising their innovations to create wealth, impact society, preserve our environment and improve the quality of human life. PlaTCOM was tasked to implement HIP2 of the SME Master Plan
BPIFRANCE
Bpifrance, a subsidiary of the Caisse des Dépôts et de l’Etat and a preferred partner for entrepreneurs, assists companies from their start-up phase until listing on the stock exchange through offerings of credit, guarantees and its own capital. Bpifrance, in partnership with Business France, provides a variety of services focused on supporting innovation and strong export growth.
AIM
Agensi Inovasi Malaysia (AIM), a statutory body established by the Government through an Act of Parliament, was created to jump start wealth creation through knowledge, technology and innovation and stimulate and develop the innovation eco-system in Malaysia towards achieving Vision 2020. 
SME CORP
SME Corporation Malaysia (SME Corp. Malaysia) is a Central Coordinating Agency under the Ministry of International Trade and Industry Malaysia that formulates overall policies and strategies for Small and Medium Enterprises (SMEs) and coordinates the implementation of SME development programmes across all related Ministries and Agencies.
French Embassy 
Based on extensive bilateral ties in industry, trade, higher education and research, the cooperation in innovation is a new component of French diplomacy in Malaysia. Within this framework, the Embassy of France in Malaysia promotes the development of bilateral projects fulfilling common priorities with the Malaysian Government.

Business France 
Business France is the national agency supporting the international development of the French economy, responsible for fostering export growth by French businesses, as well as promoting and facilitating international investment in France. It promotes France’s companies, business image and nationwide attractiveness as an investment location, and also runs the V.I.E international internship program.

SUBMISSION CRITERIA
  • MALAYSIAN PROJECT LEAD
    • Malaysian majority-owned (minimum of 51% equity) Small and Medium Enterprise (SME) based on SME Corp’s definition (will be provided as an Appendix), 
    • Minimum paid-up capital in cash of MYR10,000 
    • Committed to funding a minimum of 40% of the Malaysian-based cost of the total required funding of the project on the Malaysian side.  
    • SME registered and located in Malaysia 
  • FRENCH PROJECT LEAD
    • French companies [<2000 employees]
    • (French companies with less than 2000 employees are eligible. Firms having more than 2000 and less than 5000 employees considering a joint project with a Malaysian partner should contact Bpifrance (Mr Patrick Cornet at patrick.cornet@bpifrance.fr) before filing a Declaration of Interest.)
    • Business registered and located in France
  • JOINT SUBMISSION CRITERIA
    • Applications will only be deemed eligible for joint funding under this call if the project team comprises at least one Malaysian Project Lead (SME), AND ONE French Project Lead (registered company)
    • The Project Lead must demonstrate technological, managerial and financial capacities to carry out the project
    • Each application can have an unlimited number of Partners from Malaysia and France
    • Projects need to demonstrate strength of the proposed innovation, a good match between French and Malaysian companies within the consortium, business and financial viability of the proposal, and strong IP strategy (including IP transfer, if relevant), amongst other criteria.
    • Projects must articulate clear commercial goals and associated commercialisation strategies.
    • Proposals must demonstrate the joint French-Malaysian project team’s expertise and capacity to manage the proposed project in their respective countries.
    • Project duration is up to 24 months

QUESTION 1
  • Can I work with a partner for my submission?
    Yes, the Project Leads can work with other parties to add value to the project and they will be referred to as ‘Partners’. All partners must also register and complete their Profiles on the PlaTCOM Discovery platform(www.platcomdiscovery.com/FMIC). Partners can have roles including IP provider/licensor, consultant, developmental research partner, etc. PlaTCOM Ventures and Bpifrance will only work directly with the Malaysian and French Project Leads respectively.

  • Can I use other submission formats?
    For all submissions of Forms and supporting documents, we require you to do so via this online platform after you have registered, set up your Team and completed the Forms. If you have any special requests, which we are not obliged to agree with, you may write in to us by submitting the enquiry form below.

  • What is the minimum composition of a Team?
